About this office

The Metropolitan Water Reclamation District (MWRD) is governed by a 9-member board elected at-large with 3 commissioners elected every 2 years. MWRD treats water collected by sanitary and stormwater sewers in most of Cook County. It also serves as the stormwater management utility for Cook County. Its mission is to protect the health and safety of citizens and area waterways.

General

         POSITION REPORT

The following are important campaign positions and other information of candidate R. CARY CAPPARELLI for the Democrat primary on March 15, 2016, for the elected position of Commissioner of the Metropolitan Water Reclamation District of Greater Chicago (6 year term):

       Capparelli is the only independent candidate running for this particular office. All other candidates are directly or indirectly associated with the regular organizations known as Machine Politics that have dominated the MWRDGC creating waste.

       Capparelli is the only ‘absolute’ fiscal conservative running for the six year term for Commissioner of the Metropolitan Water Reclamation District of Greater Chicago.

       Unlike the present city-biased commissioners, Capparelli also understands the problems facing the suburban residents and is anxious to find solutions to flooding and other concerning suburban issues. 

       Capparelli strongly supports the idea of electing MWRDGC commissioners by district to ensure equal representation for the suburbs opposed to the current cumulative voting method that creates the city-biased makeup of the board.

       Capparelli is a proponent of term limits for this office and vows to serve no more than two elected terms.

       Lastly, as a geographer, Capparelli is committed to the primary mission of safe water management for all citizens residing in the District.

       Highly qualified, Capparelli is self-employed as president of his own consulting, marketing, and public relations firm. He holds a BAJ from Drake University, a MSJ from Northwestern University, a MA from Northeastern Illinois University, and is a PhD candidate in Geography at the University of London. He served on the Illinois Banking Board as a Public Member from 1997-1999 and was a Board Member on the Illinois International Port from 2000-2009. He was on the Executive Committee and Chairman of its Homeland Security, Legislative and Marketing Committees.

I currently works as a senior attorney at the Metropolitan Water Reclamation District (MWRD) of Greater Chicago, where I represent and defend the MWRD on a variety of legal issues. As a part of its team, I am invested in the long-term success and health of the MWRD, and have gained the experience to lead our operation. Having spent my entire career in public service, I am excited for this opportunity to become a member of the Board of Commissioners at the MWRD.

I also proudly serve in the United States Air Force JAG Corps, where he I am currently assigned as the Deputy Staff Judge Advocate at the 183d Fighter Wing National Guard Base in Springfield, Illinois. My current duties include being the Chief of Legal Assistance and I currently hold the rank of Captain.

My legal career began at the Cook County State’s Attorney’s Office (CCSAO), where I worked my way through the ranks while assigned to Criminal Appeals, the Narcotics Bureau, and the Gang Crimes Unit. I gained invaluable experience as a trial lawyer at the CCSAO where I prosecuted hundreds of felony trials, both jury and bench, throughout Cook County.

Community service is also integral to my personal life. I have been a volunteer coach at numerous schools, including Gordon Tech High School (now DePaul Academy) and St. Mary of the Wood’s grade school. I currently serve on the Board of Directors for The Tripp Healy Foundation, a nonprofit organization focused on providing scholarship opportunities for underserved students.

I am a proud Chicagoan and have tried to stand for leadership and service since my days growing up on the city’s Northwest side. I attended high school at Loyola Academy in Wilmette, then went on to Columbia University in New York City, where I earned a degree in history and played football. I completed my studies at The John Marshall Law School in Chicago. My wife Jenny and I have three daughters and we live in Chicago’s Wildwood neighborhood, St. Mary of the Woods Parish. 

My political philospohy is that we need our elected Board of Commissioners to make decisions based on what is best for the People of Cook County, and on what is best for the operations and mission of the Metropolitan Water Reclamation District. As a Commissioner, these two priorities will be what drives each and every decision I make. I have never ran for public office before and I am not being ran or backed by any other public official, or any other entity. This puts me in a position to serve as a Commissioner on our Board with the ability to make unbiased decisions based solely on what is best for the People and for the District, without any outside influences affecting my decisions.

COMMISSIONER MCGOWAN was elected Commissioner of the Metropolitan Water Reclamation District in November of 1998, 2004 and 2010.  In January, 2011, 2013 and 2015 she was unanimously voted Vice President of the Board of Commissioners.  In November, 2012 through January 3, 2013, and December, 2014 through January 8, 2015, she served as Acting President of the Board of Commissioners.

 

COMMISSIONER MCGOWAN has been recognized for her exemplary support and commitment to the minority, women, and small business community and has been honored and received numerous awards including:  Cook County Democratic Women HERO Award; Austin Chamber of Commerce Better Business Award; Chicago Park District Teen Leadership Outstanding Volunteer Award; the 2005 & 2009 Westside Ministers Coalition Outstanding Service in the Community Award;  the 2006 Public Service Award by the Federation of Women Contractors; the 2007 Public Services Award by the African-American Contractors Association; the 2009 Public Service Award presented by the Cosmopolitan Chamber of Commerce, the Coalition for United Community Force Affirmative Action Advocate of the Year Graduate Award; the 2012 Suburban Minority Contractors Millennium Builders Award;  the 2012 Chicago Minority Supplier Development Council, Inc. President’s Award; and October, 2013 inducted into the John Marshall High School Alumni Association Hall of Fame; Clerk of the Circuit Court of Cook County 2015 Women History Month Celebration Award, the 2015 Chicago Defender Newspaper Women of Excellence Award and the Austin Voice Newspaper Walmart Community Builder’s Award for Outstanding Public Service.
